Of the Superintendent of Schools of Tioga County for the Year 1907-8.

The past year has been in most respects encouraging. Teachers have worked with their usual zeal; school officers, with a few exceptions have manifested real interest in their work, and patrons generally have shown a spirit to co-operate with officers and teachers. During the year 19 educational meetings have been held.

The 40th annual session of the County Teachers’ Institute was held at Wellsboro, Nov. 4 to 8, inclusive. The instructors were Drs. Ira W. Howerth, Chicago University, R. M. McNeal, Dept. Public Instruction; Andrew Thomas Smith, Mansfield State Normal; Hamlin E. Cogswell, Indiana State Normal; Supt. Charles Lose, Williamsport, and Prof. O. L. Warren, Elmira, NY.

The sessions were well-attended and the interest most gratifying. We never had a better Institute.

On Wednesday and Thursday of the same week, the County Directors’ Association was held in the court-house at Wellsboro. The attendance was the largest in the history of the Association--numbering over 100--and the interest was never better. It was a most profitable meeting. In fact the work of our educational meetings in general were throughout the year highly meritorious. The work of these meetings with the exception of our Annual Institute and the Directors’ Association is done almost wholly by the teachers of the county.

I have examined 332 applicants for teachers’ certificates, and have granted 181 provisional and 13 professional certificates, rejecting nearly 40 per centum of all applicants.

With the present wages, I believe there is every reason why our young people should make thorough preparation before entering upon the vocation of teaching. The teacher should know well the branches that he teaches. He is a far stronger teacher if he knows well branches beyond those he expects to teach. I do not examine applicants for particular schools. Such a policy would soon lower our standard. It is often said to me, "He may not be able to pass an examination, but our school has no advanced pupils, he will teach them all right." And there is where many people are in error. The backward school needs a good capable teacher as well as the more advanced school. If the teacher with good natural ability and little training will succeed, she will do far better with more training.

The attendance of our children, excepting in a few districts where the enforcement of the law making vaccination compulsory was opposed, has been above the average.

At the close of the year I gave nearly 600 Certificates of Award for perfect attendance. Many received certificates for three, four, and five years; and two for seven years perfect attendance.

As one of our needs, I would mention a closer inspection of school property and a more regular visitation of schools by directors. There are too many directors who have little or no personal knowledge of their schools. Teachers and pupils are hardly able to recognize them when they meet. This is a wrong condition. Teachers, pupils, directors and patrons should be well acquainted. A more frequent and regular visitation would do away with so many misunderstandings, and would be a stimulus to the indifferent teacher and an encouragement to the faithful, teacher, and when they come, let it be in a helpful spirit with the questions. "Can I help you in any way? What do you need?"

I close this report, thanking all who have in any way contributed to the success of our schools, educational meetings and educational interests in general, and gratefully acknowledging the many courtesies received from the Department of Public Instruction.
