 I found two of these in separate cemeteries in New Brunswick, Canada. This is one of the very few flagholders we found in Canada as insignias are more commonly inscribed on the tombstone.

Hi Joyce:

 That's the Royal Order of Purple, a womens' order affiliated with the Benevolent and Protective Order of Elks in Canada (purple and white are Elkdom's colors).
