YOUTH COMMISSION
Flyers were sent to the interested youth groups throughout the community announcing a meeting at the High School, April 15, 1946, for the purpose of forming a Youth Commission to combat juvenile delinquency.
At the first meeting of the Commission in May, C. J. Wheater was appointed chairman. Mr. Wheater has served the Commission for the past seven years.
One-half of the working capital of the commission is derived from the N. Y. S. Youth Recreation Commission and the other half from the Village.
Many activities have been sponsored by the commission. The summer program has been carried out at the athletic field with three supervisors giving daily instruction. This past summer the program was extended to include swimming instruction.
The winter program has featured lectures for the girls along the lines of entertaining, clothing, hair styling and good grooming. The skating pond has been kept clear for use and the high school gym has been made available for basketball instruction.
THE PROBLEMS WE FACE
On the preceding pages, we have presented to you the Horseheads of early years, the Horseheads of the present and the Horseheads of the future.
Like any other similar community, expanding daily with new residents and industry, there are problems which face us at the present time and there will be problems in the future.
We feel that through the combined efforts of the new residents and the long-time residents of the village, we shall be able to find an acceptable solution to these problems.
One of our most pressing problems, which is also confronting many other communities in the state today, is the parking situation.
The Chamber of Commerce has made a continuing study of the problem and although recommendations have been made and off-street parking facilities provided to a certain degree, the problem is far from being solved.
Parking meters, with a free off-street parking program, may prove the answer to the local situation.
The construction of swimming facilities for the youngsters in the community is another future problem.
Several years ago, plans for the construction of a pool were discussed but had to be dropped because of the scarcity of materials.
Although the village provides a well-rounded, supervised recreation program through the school and the State Youth Commission, the swimming pool would be very desirable.
But even in the event that a plan could be evolved to finance the construction, and a location could be found, another problem a great deal more serious presents itself.
There is no means of disposing of the water, which would have to be changed two or three times a week.
There are no sewage facilities in the village as yet. It is unlikely, under its present day regulations, that the State Health Department would approve any pool plans without first being shown that adequate sewage facilities could be provide for the disposal of the water.
The need for a hospital of some type of medical unit is another situation that will have to be faced in the future.
Should the growth of Horseheads continue as it has in the past decade, many feel that the village can most certainly support its own medical unit.
At the present time, the two hospitals in Elmira, six miles south of the village, are used by local residents. Serious discussion has been given the project by several civic groups.
This may be one of our first projects to be undertaken.
There has also been mentioned the possibility of consolidation of the Village of Elmira Heights, about three miles to the south, and the Village of Horseheads, into a second city in Chemung County.
Although several businessmen favor this move, many feel that neither community is yet prepared to make such a move.
We have touched very briefly on some of the real problems that are confronting the community today.
We are certain, that as in the past, the people of Horseheads will be able to work out the best solution.
But, as you will probably agree, each of the above mentioned items will require considerable thought and work to overcome.
It’s a challenge to the village, to you, the residents who make Horseheads what it is.
We will meet it, and solve it, in the same manner that Horseheads has always solved its problems.
